The country with proportional representation (party-list) wins again in climate action unsurprisingly. Canada needs to catch up to Costa Rica on this issue!
In terms of democracies in the Americas only Canada and Mexico do not have proportional representation.
Unfortunately Venezuela, Cuba, Haiti, US, Jamaica, The Bahamas and The Lesser Antilles also lack it.
