      1. Ukrsine

      2. West Russia except Moscow

      3. East russia, Siberia, etc.

      4. Moscow

      Course I doubt that would last long, all of Russia would be impossible to stop charging in for revenge for centuries of cruel brutality and genocide.

      Still, problem is solved.
